A nurse executive shall require that: 12. At least one registered nurse is present and accountable for the nursing services provided to a patient: a. During the delivery of a neonate, b. In an operating room, and c. In a postanesthesia care unit; 14. A registered nurse assesses, plans, directs, and evaluates nursing services provided to a patient;

Definitions 2. "Circulating nurse" means a licensed nurse who is responsible for the functioning of the operating room during a surgical procedure and who does not directly assist the surgeon. R9-10-1706. Nursing Services B. A licensed nurse shall function as a circulating nurse during each surgical procedure.

Definition:  None
Scope:  Arizona State Board of Nursing, Advisory Opinion, App’d 10/87, Rev’d 3/2011 It is within the scope of practice of a Registered Nurse who can demonstrate the necessary education, knowledge, judgment, certification, and skills, to practice as a RNFA, assisting the surgeon during surgical procedures. The RNFA is not authorized to independently perform a surgical procedure which is the primary purpose of a surgery, or to perform organ transplants. The Board of Nursing endorses the March 2010 AORN official statement on RNFAs.
