Veterans Affairs APRN Rule Moves Forward

Earlier this year the Department of Veterans Affairs (VA) proposed a rule that would provide full practice authority for APRNs working in the Veterans Health Administration. The proposed rule received over 177,000 public comments – a record number. The nursing community, including AORN, rallied together and submitted tens of thousands of comments in support of the proposed rule.

The VA finished its internal review of the comments, and on September 28, 2016 the final rule was submitted for review to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA). ORIA now has up to 90 days to review the rule, although the period may be extended. After the OMB/OIRA review, the rule will either be published or returned to the VA for modification.

Changes from the proposed rule and how the VA responded to comments submitted has not yet been released. Congressman Phil Roe, M.D., (R-TN) introduced a bill, HR 6277, that would prohibit the implementation of the VA’s proposed rule.
