Idaho BON Proposes New Continued Competency Requirements

In fall 2014, after the Idaho Board of Nursing issued a proposed rule requiring registered and licensed practical nurses seeking to renew their licenses to demonstrate continued competence, AORN submitted comments requesting that CNOR and CRNFA certification be recognized for purposes of meeting the continued competency requirements. Written and oral comments were also submitted on the proposed rule from several other organizations and Idaho nurses. Because of the concerns, the Idaho Board of Nursing vacated its rulemaking in November 2014 to allow for further discussion and amendments before ultimately promulgating these rule changes. 

In June 2015, the Idaho Board of Nursing issued a Notice of Intent to Promulgate Rules. AORN Government Affairs reviewed the proposed rules released in early July to ensure that CNOR and CRNFA certification was recognized for purposes of meeting the continued competency requirements. The proposed rules state to renew an LPN or RN license, a licensee shall complete or comply with at least two learning activities from these categories: practice; education, continuing education, e-learning, in-service, and; professional engagement. Under the practice section in the proposed rules, a current specialty nursing certification meets the requirements. The Idaho Board of Nursing also is proposing a change to their recognized specialty nursing certifications to include specialties that meets criteria approved by the American Board of Nursing Specialties (ABNS) or the National Commission for Certifying Agencies (NCCA) of the National Organization for Competency Assurance (NOCA), which it did not previously. Combined, these two proposed rules, ensure CNOR and CRNFA certification will be recognized in Idaho for continued competency.

AORN will continue to monitor this regulatory change and communicate AORN’s expectation that both CNOR and CRNFA certification be recognized by the Idaho Board of Nursing for purposes of meeting its continued competency requirements as needed.
